The National Development Plan of Kazakhstan until 2029 has been developed

The Agency for Strategic Development and Reforms has prepared a draft Presidential Decree on approval of the National Development Plan (NDP) of the Republic of Kazakhstan until 2029.

The National Development Plan of the Republic of Kazakhstan until 2029 determines the development priorities of the state in the medium term. The results of the implementation of the NDP will be a doubling of GDP to 450 billion US dollars by 2029 with an average annual economic growth rate of 6–7% and through a significant increase in the well-being of citizens, expressed in an increase in GDP per capita by 1.4 times and median wage by 1 .9 times in real terms.

The NDP 2029 identifies five cross-cutting principles that underpin economic transformation.

- Liberalization and stimulation of competition to increase global competitiveness and improve the quality of goods and services.

- Protection of entrepreneurship and clear, predictable and attractive economic policies for investors, which will provide the economy with sufficient investments for growth.

- Unlocking the potential of Kazakhstan with a focus on providing quality education and supporting entrepreneurial and creative initiatives.

- Focus on increasing the productivity and complexity of the economy through expanding innovation activity, modernization and digitalization of industries and enterprises.

- Avoiding critical gaps in regional development and creating conditions for regions to realize their potential and greater economic independence.

The plan sets 17 development directions within 4 blocks, defining ambitious goals and key priorities for each direction:

1. Ensuring a high quality of life.

2. Building a strong economic foundation.

3. Development of new economic growth points.

4. End-to-end transformations of the economy and social life.

Ensuring a high quality of life includes quality healthcare, education, social protection and a comfortable environment.

The second block - a strong foundation of the economy will be ensured through the development of such areas as the mineral resource base (oil and gas, metals and other minerals), energy, and manufacturing industry, the document clarified.

Development priorities until 2029 in the direction of New points of economic growth include the transport and logistics complex, agro-industrial complex, innovation, digital and creative economy, as well as tourism.

The fourth block of the National Plan is aimed at end-to-end transformation of the economy and society and includes such blocks as creating a dynamic business environment, a new investment cycle, increasing environmental sustainability, effective public finances and ensuring the rule of law and increasing the efficiency of public administration.
