Aktobe Regional Philharmonic named after G. Zhubanova was founded one of the very first in Kazakhstan, back in September 1944. In 1998, the institution was named after a talented musician, composer and public figure of Kazakhstan – Gaziza Zhubanova.

In 2017, the largest art center in the entire western region of Kazakhstan, "Oner Ortalygy", was built and opened at the Philharmonic Hall. The center has a colossal area of about 13,000 square meters, and it also houses a unique concert hall that accommodates 1,200 spectators, the stage of which is fitted with modern sound and lighting equipment. Today, the Oner Ortalygy concert hall is one of the most visited halls in Kazakhstan, where the number of spectators exceeds the number of seats in the hall.
